Two questions/two answers.
1- “genital warts” occur only on the genitals, by definition. However, the same virus (HPV) that causes genital warts causes oral or circumoral warts.
2- Yes, HPV can remain “silent” not causing a visible outbreak for years and still infect a partner (by either route).

The reason genital warts are so common is because most people never develop symptoms so they never realize they have the disease. You can still spread it even though you don´t have any visible warts.
It is rare but still possible to get warts in your mouth from having oral sex with someone who has had them.
Genital warts are caused by the human papilloma virus (HPV). The low risk type of HPV causes genital warts. The high risk type, which generally does not cause warts, can lead to cervical cancer.
