Both warts are in the HPV family but are 2 different strains of viruses. Both are very painful, but plantar warts are more common on the soles of your feet. They are just as painful and contagious as gential warts. You cannot spread plantar warts to your genital area because of the dermal differences between both areas.
Yes it does mean you are HPV positive if you have plantar warts or genital warts, but both can be treated if properly diagnosed.

Plantar warts, simply common warts on the feet, are due to one virus in the papilloma family and HPV from another.
Both are contagious but only on their specific tissue type. Common warts for skin, HPV for mucosa.
Edit:
Lets be clear about the term HPV, the term in science and medicine refers to a family of viruses whose strains number it is a family of viruses numbering over 80, it is also the layman’s term for genital warts/cancers. So to say that someone with common or plantar warts is HPV positive may give the wrong impression, unless it is stated clearly the term is referring to the family or to genital diseases.
Clarification
HPV 1 and others causes plantar warts
HPV 2 and others causes common warts
HPV 6, 11 and others causes genital warts (and other mucous membrain growths/papilloma.
HPV 16, 18 and others causes genital and other mucous membrane cancers.
